Missing Fire Safety Baseline Data | The Hidden Crisis for Pre-2012 Buildings in NSW

The Baseline Data Crisis — The #1 Reason Buildings are Failing in 2026

The Building Without a Birth Certificate

Think of Baseline Data as your fire system’s birth certificate. It tells a technician exactly how much water a pump should move or how fast a fan should spin. If you manage a Sydney high-rise built in the 90s, there’s a 70% chance your baseline data is missing. It’s sitting in a faded manila folder in a basement that flooded in 2015, or it was never handed over by the original developer.

In 2026, this is a crisis. Section 1.8 of AS 1851-2012 states that baseline data is required to verify the result of a service activity. If a technician doesn’t know what the pressure should be, they legally cannot tell you if the system is safe.

The Deep Dive: “Non-Conformance” vs. “Critical Defect”

This is where it gets technical—and where most FMs get confused.

  • Scenario A: You have a 1995 building. The original code didn’t require a specific pressure test that the 2012 code does.

    • Result: This is a Non-Conformance. It’s annoying, but your AFSS can still be lodged (usually) with a note.

  • Scenario B: You have a 1995 building. You need to know if the smoke exhaust fan moves enough air to keep the stairwell clear, but you have no data on how big the fan is.

    • Result: This is a Critical Defect. Why? Because you cannot verify a life-safety function. AFSS Rejected.

How We Reverse-Engineer the Truth

If your records are lost, you don’t have to rip out the walls. At Complete Pumps and Fire Protection (CPFP), we use “Compliance Recovery” to re-establish these benchmarks.

  1. Physical Hydrant Flow Testing: We measure the actual output of your current systems at the most remote point (usually the roof).

  2. Performance Solutions: We compare current output against the National Construction Code (NCC) requirements of the year your building was built.

  3. Digital Twins: We create a digital record that serves as your new “Baseline” moving forward.

Engagement Booster: The “Shoebox” Challenge

Go to your building manager’s office. Ask them to pull the “Fire Manuals.”

  • If they hand you a shoebox of loose papers: You are in the danger zone.

  • If they open a digital drive with folders named “Hydraulic Calcs 1998”: Buy them a coffee; they just saved you $10,000.
